First of all, let me just say...huh?!?
Secondly, having noted that this was a DC comic release (and at 60 cents, i am believing this is a late 70's or early 80's issue), without having done any research at all on this, i am going out on a limb and saying that this image is a fake. I don't think there is any way that DC could use Guardian's image, or even Captain Canuck's image, without having been severely sued.

I don't think it's supposed to be anything but a fake. With the 60c price tag you pointed out, and the old school indica, it's from the 70s or 80s; but the computer colouring job (note the blurred background) is very much of today.
Guardian's drawing style is also far more recent than the indica.
