It is set up. I don't have a PM link on the user side bar, but you can enter it by several other ways.
1. Click on the person's name to enter their profile, from there click on the "send private message" link
2. On the top navigation bar you can enter you PM center any time you are in the forum section of the site
3. Not 100% working, but you can mouseover the user's name and it may give you a drop box to choose contact options, with PM as one. Depending on what browser, version, and a caching issue I'm still messing with

K, so now if you single click on a person's name the contact box comes up. You can then view profile, PM, visit home page and other fun stuff
