Really? I'm looking at vol1 #92 and vol2 #1, and it appears to be the exact same guy.

What makes you think they are different people?

...And Chasen's first appearance was in Giant-Size X-Men #1 in 1975...Wolverine quits the Canadian Government program he works for (Dept H isn't named yet) and cuts his ties (and Chasen's too....LOL).
